What is a human authority boundary?

A human authority boundary is the explicit point at which machine autonomy ends and named human authority begins. It defines what an agent may recommend, prepare, or execute; the conditions that require approval; the evidence an approver receives; and how people can override or stop the system.

Authority is assigned per action, not per application.
Consequence and reversibility matter more than confidence alone.
Approval must be meaningful rather than a rubber stamp.

Five action tiers

Assign the narrowest tier that still produces useful work.

0 · Inform	Summarize or recommend without changing external state.	Review as needed; no execution right is delegated.
1 · Prepare	Draft a reversible action or assemble an execution package.	Choose whether to execute.
2 · Execute within bounds	Perform reversible, low-consequence actions inside explicit limits.	Monitor, audit, and retain override authority.
3 · Approval required	Pause before consequential, externally binding, sensitive, or difficult-to-reverse action.	Review evidence and authorize, modify, or reject.
4 · Prohibited	Do not prepare or execute actions outside policy, law, mandate, or acceptable use.	Only an authorized governance process may change the prohibition.

Boundary design checklist

A boundary is incomplete until execution and recovery are both defined.

Name the action and the system that will execute it.
Describe possible side effects, affected people, and financial or operational consequence.
Classify reversibility and the time available to recover.
Define data sensitivity and allowed disclosure.
Set identity, scope, budgets, and allowed tools.
Specify the evidence shown before approval.
Name the approver role and delegation rules.
Define timeout, rejection, override, and emergency-stop behavior.
Retain the decision and action lineage for later review.
